The only way I know to fully check it is to try and convert it to another format. I have used ffmpeg. I run it using win32 commands from VBA. As far as I know, TypeOfService (IP_TOS) won't work in any reasonably modern machine. According to some documentation (IPPROTO_IP Socket Options on MSDN), IP_TOS support was discontinued after Windows 2000. According to other sources, IP_TOS would be ignored even on Windows 2000. Unfortunately I don't have a way to check at the moment.
